SELECTMEN’S MEETING MINUTES

May 1, 2008

 

Selectmen's Office is opened at 6:00 p.m. on Thursday.

Televised Selectmen’s Meeting starts at 7:00 p.m.

 

SELECTMEN: James Bickford, Philip Dearborn, and Raymond Webb, Sr. were in attendance. 

Televised Meeting Opened:  Selectman James Bickford chaired the meeting and brought it to order at 7:01p.m.

Attending: Nancy Maxwell, Ronald Phinney, Howard Allen, Tammy Ramsdell, Joyce Foley, Peter McHugh, Jeff Libby, and Roxanne Herrick

Selectmen’s Minutes: Selectman Webb made a motion to accept the minutes of the Selectmen’s Meeting for April 24, 2008 as written.  Second by Selectman Dearborn and vote was unanimous.

Accounts Payable and Payroll: Selectman Dearborn made a motion to accept and approve Warrant #18: Appropriations: $29,851.26 and Payroll: $3,403.30.  Second by Selectman Webb and vote was unanimous. 

 

PURCHASE ORDER REQUESTS:

Limington Youth League:

      PO request to purchase 120 youth t-shirts, 56 adult t-shirts, 54 youth pants, 10 adult pants, 55 youth belts, 140 youth socks, 75 hats, 60 visors, 27 dozen balls, 3 catchers mask, 3 catchers gloves, 5 t-ball helmets, 1 softball bat, and 2 pkgs. line up books, from R.G. Johnson, order not to exceed $5,300.  Selectman Dearborn made a motion to approve request, second by Selectman Webb and vote was unanimous.

      PO request to reimburse Limington Youth League for 8 Medical kits to be purchased at Sam’s Club, est. total is $160.00.  Selectman Webb made a motion to approve PO request, second by Selectman Dearborn, and vote was unanimous.

      PO request to purchase 6-21’X 2½” schedule 40 pipe from Eastman’s Welding for $750.00.  Selectman Webb reported the pipe will be used for foul line poles on the three ball fields, and made a motion to approve request.  Second by Selectman Dearborn and vote was unanimous.

      PO request to purchase 51 Cal Ripen hats for $325.20 to be reimbursed to Nora Colby.  Selectman Dearborn made a motion to approve, second by Selectman Webb and vote was unanimous.

      PO request to purchase 1 pallet of marking lime from Metcalf’s Trading Post for $272.16.  Selectman Dearborn made a motion to approve, second by Selectman Webb and vote was unanimous.

      PO request to purchase 3 pallets of turface from John Deere Landscaping for $227.00. Penni Howell will purchase and town will reimburse her where we do not have an account with them.  Selectman Webb made a motion to approve, second by Selectman Dearborn, and vote was unanimous.

Snow & ICE: PO request to have 2 pig-tail hoses made up at Sanel to grease sanders.  Money to come from Snow & Ice.  Selectman Bickford reported the sanders have been taken out of the trucks and set on cement blocks.  They were cleaned and chains will be greased.  Selectman Webb made a motion to approve, second by Selectman Dearborn, and vote was unanimous.

EMS Department: PO request to purchase May medical supplies from Bound Tree Medical totaling $250.54.  Selectman Dearborn made a motion to approve, second by Selectman Webb and vote was unanimous.

Municipal Complex: PO request to have Tranquility Gardens & Artistry cleanout, amend soil, and replant flower box under Municipal sign out front.  Quoted estimate price $496.50.  Selectman Dearborn made a motion to approve, second by Selectman Webb and vote was unanimous.

 

NEW BUSINESS:

Appointments: Selectman Webb made a motion to appoint James Bickford as a member to the SMRPC General Assembly for 1 year.  Second by Selectman Dearborn and vote was unanimous. 

Health Officer Appointment: Selectman Webb made a motion to appoint Elaine Conant as Health Office for 1 year.  Second by Selectman Bickford and vote was unanimous.

 

MMDYRAC: Howard Allen, Chairman of the Moy-Mo-Da-Yo Recreational Area Committee, was in to see Selectmen about grading Moy-Mo-Da-Yo Road.  He would like this done as soon as possible, where the host is due to arrive May 19th or 20th and needs to be in place for Memorial Day. 

Howard asked the Selectmen to consider appointing the beach host has constable of the beach area.

Howard asked if the Selectmen had reviewed the purchase order operating procedure he had emailed and asked they adopt it.  Selectman Bickford stated he doesn’t agree with the procedure and feels the process used for years is working well.  Selectman Webb and Dearborn had no comment.  Howard asked that the Selectmen talk it over and let him know the final decision.

Tammy Ramsdell asked if the MMDYRAC have been going before the Planning Board with the changes they want to do at the beach area.  Joyce Foley, Planning Board Chairman, stated with the changes to the zoning ordinance and what they plan to do, the CEO would give approval and they would not have to come before the Planning Board. 

MSAD#6 Representative: A representative from the MSAD#6 will be here tonight to explain the State mandated voting process this year after the Special Town Meeting being held at 7:30pm tonight.

 

INFORMATIONAL BULLETIN:

General Assistance Office is opened Monday’s from 9am-12pm and 2pm-4pm. 

Transfer Station Hours are, Saturday from 9am – 4pm; Sunday from 1-5pm; Wednesday from 10am – 2pm..

MSAD#6 District Budget Meeting: MSAD#6 will hold a District Budget Meeting on Thursday, May 8th in the Middle School auditorium at 7:00 pm.

Town off Closed: The Town Office will be closed on Thursday, May 8th due to the MSAD#6 Budget Meeting at the Middle School. 

MSAD#6 Validation Vote: The town will vote yes or no on the Budget Validation on Tuesday, May 13th. Poles will be open from 8am and close at 8pm here at the Municipal Complex. 

Salt Shed Project:  Selectman Dearborn reported he will be back before the Planning Board in two weeks.

  

Selectman Webb made a motion to adjourn at 7:25 p.m.  Meeting adjourned.
