SELECTMEN’S MEETING MINUTES

MARCH 22, 2012

Selectmen's Office is opened at 6:00 p.m. on Thursday.

Televised Selectmen’s Meeting starts at 7:00 p.m.

Due to technical difficulties the March 22nd meeting did not broadcast.

SELECTMEN: Bruce Rozett and Raymond Cullen were in attendance.  Darryl Hubbard is on vacation. 

Attendance: Willard Boothby, Bonnie Lord, Ronald Phinney, and Roxanne Herrick.

   Selectman Rozett brought the Selectmen’s Meeting to order at 7:00 p.m. with the Pledge of Allegiance to the Flag.

Selectmen’s Minutes: Selectman Rozett made a motion to approve the minutes of the Selectmen’s Meeting for March 15, 2012, second by Selectman Cullen and vote unanimous.

Warrant #12:  Selectman Rozett made a motion to approve Warrant #12: Appropriations: $26,549.51  Payroll: $7,026.66, for a total of $33,576.17, second by Selectman Cullen and vote unanimous.  Roxanne Herrick gave an account of Warrant #12 expenditures;

PURCHASE ORDER REQUESTS:

Snow & Ice: Selectman Rozett read the following three purchase order request for Snow & Ice: PO request to purchase 12 new bolts for loader cutting edge from Nortrax for $25,68, so the blade can be switched around to the other side; PO request to pay Michael Herrick Welding $1,595 labor & material to disassemble front blade, hydraulic lines, cylinders, switch gear, etc and remove push beam on plow truck#6, Mack.  Push beam and quick switch guide broken in two pieces, repair and reinforce both.  Remove cutting edges to add reinforcement steel to bottom cutting edge angle.  Reattach new cutting edges, repaired push beam, quick switch angle, hydraulic lines-cylinders, and repair two trip spring center pins.  Also, $110 to help move sander blocks, remove sander from truck #8-F550, grease bucket and change over cutting edges on loader bucket; PO request to pay S.A. McLean & Sons $356.00 for two hardened cutting edges and 12 bolts, nuts, and locks.  Selectman Rozett made a motion to approve the three Snow & Ice purchase orders, second by Selectman Cullen and vote unanimous.

   Selectman Cullen made a motion to accept the following purchase order request from Snow & Ice: PO request to pay Nortrax Inc, $805.25 for required 500 hour service done on site in Limington and a request to pay Sanel $161.06 for 6-hydraulic hoses and 12-fittings for plow truck #6-Mack, plus a card of 10 grease fittings, second by Selectman Rozett and vote unanimous.

   Selectman Cullen made a motion to accept a purchase order to purchase three laptops for Selectmen, wireless mouse -3, laptop cases -3, and one wireless router from Best Buy for $1,624.90 (monies to come from Municipal Complex), second by Selectman Rozett and vote unanimous.

OLD AND NEW BUSINESS:

Rescue Subscription: Selectman Rozett mentioned the Limington Emergency Medical Service Ambulance Subscription Agreement for 2012-2013 has gone out and is due back by April 1st.  One of the best buys in town with individual rates at $10, family -$20, seniors -$5, business 10 or less -$50, and business 11 or more -$100. 

Appointments: Selectman Cullen reported the Selectmen have three appointments and made a motion to appoint: Edwin Childs, Jr. as a member to the Financial Advisory Committee for a one year term, April 1, 2012 to March 31, 2013 to fulfill Peter McHugh’s vacant position; Kenneth Gardner as a member to the Financial Advisory Committee for a three year term, April 1, 2012 to March 31, 2015; and Davin Fahey as an alternate member to the MMDYRAOC for a one year term, April 1, 2012 to March 31, 2013; second by Selectman Rozett and vote unanimous.

Public Hearing: Selectman Rozett reported there will be a public hearing next Thursday night, March 29th at 7:30pm here at the Municipal Complex on a “Road Commissioner Ordinance.”  This will give people the opportunity to question the content and suggest changes if they so see fit.  A copy of the ordinance is available on the towns’ website for review.

INFORMATIONAL BULLETIN:

General Assistance Office Hours: Monday and Tuesday – 3:30pm to 5pm. 

Transfer Station Winter Hours are Saturday - 9am to 4pm and Sunday – noon to 4pm.

Silver Bullets for recycling are beside the Municipal Complex parking lot for your convenience.

Limington Extension’s “Cheep’-‘Cheep’ Easter Sale will be held on April 7th (the day before Easter) from 8am to 1pm in this building.  Hundreds of 25 cent items like Easter plush & pkgs. of eggs (some with candy); over 100 -25 & 50 cent Easter baskets.  Selectman Rozett mentioned this is a program run by Karen Chaplin to raise funds for BEHS scholarships.  FMI –call Karen at 692-2989.

Selectman Rozett mentioned he exchanged emails with the town attorney regarding the case at the State Property Tax Review Board and the Review Board has not released its final report and when it does come in, the report will be available to anyone interested in looking it over in the Selectmen’s office.

Technical Difficulties: Ron Phinney mentioned where the meeting is not going out over the airwaves, the Selectmen might want to give the Planning Board the information on the Public Hearing for them to announce next Monday night.

Open Meeting: Bonnie Lord asked about the $8,000 expenditure from insurance.  Selectmen reported it was the Workers Compensation bill.  Selectman Rozett mentioned Selectmen knew that the Workers Compensation was going to go up and had added that into the Town Meeting insurance article.

   Selectman Cullen made a motion to adjourn the Selectmen’s Meeting at 7:15pm with second by Selectman Rozett.
