SELECTMEN’S MEETING MINUTES

MARCH 15, 2012

This is not a transcription of the meeting but minutes for reference.

 

Selectmen's Office is opened at 6:00 p.m. on Thursday.

Televised Selectmen’s Meeting starts at 7:00 p.m.

 

SELECTMEN: Darryl Hubbard, Bruce Rozett and Raymond Cullen were in attendance.

 

Attendance: Bonnie Lord, and Roxanne Herrick.

 

Selectman Hubbard brought the Selectmen’s Meeting to order at 7:00 p.m. with the Pledge of Allegiance to the Flag.

 

Selectmen’s Minutes: Selectman Rozett made a motion to approve the minutes of the Selectmen’s Meeting for March 8, 2012, second by Selectman Cullen and vote unanimous.

 

Warrant #11:  Selectman Rozett made a motion to approve Warrant #11: Appropriations: $235,905.17  Payroll: $5,389.49, for a total of $241,294.66, second by Selectman Cullen and vote unanimous.  Roxanne Herrick gave an account of Warrant #11 expenditures;

PURCHASE ORDER REQUESTS:

Fire Dept: Selectman Hubbard reported there were two purchase order requests from the Fire Dept.  A purchase order request to purchase 1 battery for portable Honda Pump form Ed’s Battery for $75.00; a request to purchase 3 Motorola portable radio chargers from Radio Communications Management for $152.49.  Selectman Hubbard made a motion to approve the two EMS purchase order requests, second by Selectman Cullen and vote unanimous.

EMS Dept: Selectman Hubbard read the purchase order request from the EMS Dept to purchase March medical supplies from Bound Tree Medical for $639.17.  He made a motion to approve the request, second by Selectman Cullen and vote unanimous.

Forest Service 50/50 Grant:  There is a purchase order request to purchase 4 portable radio sets with battery, case, strap, and charger from Radio Communications Management for $1,710.20.  Selectman Hubbard made a motion to approve the request, second by Selectman Cullen and vote unanimous.

General Highway: Selectman Cullen read the purchase order request for the Road Commissioner and two Selectmen to attend the “Trees, Weeds, and Roads” workshop on April 12th in Norway/Paris Region sponsored by the Maine Local Roads Center, cost $90.00.  He made a motion to accept, second by Selectman Rozett and vote unanimous.

SNOW & ICE:  Selectman Cullen read the purchase order request to pay Portland North Truck Center for 1-oil pan, 1-oil pan gasket, and 22-new oil pan bolts totaling $548.22 for plow truck#10-Blue International.  He made a motion to accept the request, second by Selectman Rozett and vote unanimous.

   A purchase order request to pay Michael Herrick Welding $345.00 for repairs to plow truck#10-Blue International; remove front blade to jack truck, remove & replace oil pan, add 7˝ gallons oil and reattach front blade.  Also, change oil (9˝ gallons) and grease wing towers on plow truck#9-Yellow International.  Selectman Cullen made a motion to accept the request, second by Selectman Rozett and vote unanimous. 

 

NEW BUSINESS:

Rescue Subscription: Selectman Cullen mentioned the Limington Emergency Medical Service Ambulance Subscription Agreement for 2012-2013 were mailed out and is due back by April 1st.  It is a very good value and includes dependents up to 18 years of age or if you are in college up to 21.

Appointments: Selectman Rozett reported the Selectmen have some appointments that need to be made and he would read off the name, the office, the term, and make a motion at the end to approve all of them.

  Re-appointment of Ron Phinney as Code Enforcement Officer & Building, Plumbing & Electrical Inspector from April 1, 2012 –March 31, 2012, a one year term;

  Teri Anderson as a member of the Financial Advisory Committee from April 1, 2012 –March 31, 2015, a three year term;

  Russell Peter Berg as a member of the Financial Advisory Committee from April 1, 2012 –March 31, 2015, a three year term;

  Anne Dunbar as a member of the Moy-M0-Da-Yo Recreational Area Oversight Committee from April 1, 2012 –March 31, 2014, a two year term;

  Robert Berg as a member to the Old Town Hall Preservation Committee from April 1, 2012 –March 31, 2013, a one year term;

  Diane Hubbard as member to the Old Town Hall Preservation Committee from April 1, 2012 –March 31, 2013, a one year term;

  Douglas Hubbard as the Town Representative to the Saco River Cable Committee, a three year term from April 1, 2012 –March 31, 2015;

Selectman Rozett made a motion to approve the seven appointments, second by Selectman Cullen, and vote unanimous.

Transfer Station Hours:  Selectman Rozett mentioned the Selectmen have been discussing the spring-fall Transfer Station hours of Saturday’s from 9am-4pm and Sunday’s from noon-4pm, if anyone in town has some feedback on these hours it would be appreciated.  Also, looking for feedback on the possibility of moving some, if not all, the silver bullets from the current mud hole next to the Town Hall parking lot to the Transfer Station, feedback would be appreciated.  Selectman Hubbard mentioned Selectmen have also discussed having the Transfer Station open two half days and one whole day, possibly Sunday’s and Wednesday’s as half days and Saturday the whole day.  Selectman Rozett asked that anyone with feedback on the hours, etc, please call one of the Selectmen or come down and voice your views at the Meeting.

Road Commissioner Ordinance: Selectman Rozett report the Selectmen are also looking at an ordinance defining the responsibilities and compensations for the Road Commissioner.  The Selectmen have put together a draft of that ordinance and it will be available on the website so people can take a look at it.  He mentioned the intension is that this will pass by the townspeople, as many other ordinances are, and there will be at least one public hearing on this, possibly two.  One of the problems with Road Commissioner is the current law sets up a conflict between Road Commissioner and Selectmen, the Road Commissioner is responsible for roads and the Selectmen are responsible for finances.  This is an attempt to clarify, as much as possible, the job responsibilities and compensation for the Road Commissioner.  Anyone that wants to take a look at the ordinance, it will be on the website and you can provide feedback by attending one of these meetings or at the public hearing, when we have it.    

 

INFORMATIONAL BULLETIN:

General Assistance Office Hours: Monday and Tuesday – 3:30pm to 5pm. 

Transfer Station Winter Hours are Saturday - 9am to 4pm.  Selectman Hubbard mentioned that spring-fall hours (Saturday-9am to 4pm and Sunday-noon to 4pm) will start March 25th and an ad will be put in the Shopping Guide.   

Silver Bullets are beside the Municipal Complex parking lot. 

Limington Extension’s “Cheep’-‘Cheep’ Easter Sale will be held on April 7th (the day before Easter) from 8am to 1pm in this building.  Hundreds of 25 cent items like Easter plush & pkgs. of eggs (some with candy); over 100 -25 & 50 cent Easter baskets.  Selectman Rozett mentioned this is a program run by Karen Chaplin to raise funds for BEHS scholarships.  FMI –call Karen at 692-2989.

Resignation:  Selectman Hubbard reported Peter McHugh, a Financial Advisory Committee member resigned this week and wanted to thank Peter for his time and the good job he had done.

Open Meeting: Bonnie Lord mentioned if the silver bullets are transferred to the Transfer Station and put behind the locked gate, it would not be a good idea.  Some of the great things about having it here, she feels, is how well it is going, the easy access, and that we just finished putting cameras around, and one of the defenses for the cameras was they would be able to watch the silver bullets.  Part of its success is there are no hours, whenever you are going by the silver bullets you can recycle.  Selectman Hubbard mentioned one of the problems with the silver bullets out here is the cost to dump them; there is only a couple of tons in each one.  We were looking into a compactor that would compact up to 10-12 tons and that would have to be at the Transfer Station. 

   Ms. Lord mentioned she hopes the Selectmen know what is going on at the Old Town Hall, who is renting, and what is going on.  She feels this is important. Selectman Hubbard mentioned this was the job of the committee.

  Ms. Lord voiced her concerns about the $241,000 something spent this week, and that surplus is now down to $534,265.  Selectman Hubbard reported $194,000 of it was the school payment.  Ms. Lord gave her ideas on changing the tax payment due dates.  Selectman Rozett explained why the changing of the tax payment due dates would not work with the towns calendar year schedule.

 

Selectman Cullen made a motion to adjourn the Selectmen’s Meeting at 7:30pm with second by Selectman Rozett.
