To Roxanne Herrick, a resident in the Town of Limington, County of York and State of Maine:

 

GREETINGS:

 

In the name of the State of Maine, you are hereby required to notify and warn the inhabitants of the Town of Limington, in said county and state qualified by law to vote in town affairs to meet at the Municipal Complex in said Town, on Friday, the 29TH day of February, 2008 A.D., at 8:00 A.M.  Then and there to act upon Article 1 and by secret ballot on Articles 2 through 5 as set out below.  The polling hours therefore to be from 8:00 A.M. to 8:00 P.M.;

 

And, to notify and warn said inhabitants to meet at the Municipal Complex in said town on Saturday, the 1st day of March, 2008 A.D., at 9:00 A.M., then and there to act on Articles 6 through 70 as set out below, to wit:

Article 1: To choose a Moderator.

Motion to elect Charles Huntress made by Raymond Webb, seconded by Anna Blake, ballots cast, Mr. Huntress is moderator.  He is sworn in by the Clerk.

 

Article 2: To elect:

(1) Selectman/Assessor/Overseer of the Poor –(3-year term);

(2) Planning Board Member positions –(3-year term); (2) Old Town Hall Preservation Committee Member –(3-year term); (1) Old Town Hall Preservation Committee Members –(1-year term); (1) Davis Memorial Library Trustee (5-year term); (1) Limington M.S.A.D.#6 School Board Member –(3-year term); and (1) Limington M.S.A.D.#6 School Board Member –(2-year term).

Article 3: Shall an Ordinance entitled “Town of Limington Building Codes” which adopts by reference the 2003 edition of the International Building Code including Appendices A, C, D, E, F, G, I and J, and the 2003 edition of the International Residential Code including Appendices, E, F, G, H, J and K, both published by the International Code Council, and subject to the additions and deletions as set forth therein, be enacted? (The proposed ordinance is available for review and inspection at the Town of Limington Clerk’s Office and will also be available at Town Meeting).

Article 4: Shall an Ordinance entitled “Shoreland Zoning, February, 2008” be enacted? (The proposed ordinance is available for review and inspection at the Town of Limington Clerk’s Office and will also be available at Town Meeting).

Article  6: Shall an ordinance entitled “Moy-Mo-Da-Yo Recreational Area Oversight Committee Ordinance” be enacted?

Motion to accept as read made by Charlotte Dufresne, seconded by Julia Dearborn.  Howard Allen read and explained the ordinance to the crowd.  Mike Hanson suggested combining this committee with the Youth League.  Pete Childs asked about selling a signal lot on the Lake and using the profits to fund this Ordinance.  Vote taken article carries as written.

         

Article  7: To see if the Town will vote to appropriate the 2008 Boat Excise Tax revenue for maintenance and/or improvement of the town-owned recreational property at Pequawket Lake (Camp Moy-Mo-Da-Yo property and Public Beach property).  Funds generated from both the Excise Tax and the operation of these facilities, but not fully expended in any one year, shall be accrued and carried forward from year to year in a MMDY capital accumulation account and are to be used to make future repairs or improvements to these facilities.

Article 14: To see if the Town will vote to accept the following schedule of payment of taxes for 2008:  (Two payments on one annual bill.)

First tax payment is due August 1, 2008 and second payment due November 17, 2008.

 

     First payment if unpaid by August 4, 2008 will draw interest at           

     11%.

Second payment if unpaid by November 18, 2008 will draw interest at 11%.

 

Unpaid taxes after December 31, 2008 to be published in Town Report.

Article 17: To see if the Town will vote to raise or appropriate $9,000.00, said monies to be expended upon authorization of the Selectmen and the Old Town Hall Preservation Committee for maintenance, repairs, and renovation projects and/or for seed money toward any available grants.  Any and all monies remaining at the end of the year, together with all building use fees or other revenues generated by the building shall be held in escrow for future needs of the Old Town Hall.

Motion to accept as read made by Charlotte Dufresne, seconded by Jeff Libby.  Motion to allow Chief Hartford to speak was made by Herbert Ramsdell, seconded by Jeff Libby.  Chief Hartford explained the billing process.  Selectman Bickford explained his concerns about the selectmen going into the collection business on confidential matters and the public agreed.  Motion was made by Stephen Kelley to have the article read, “To see if the Town will vote to empower the Selectmen to retain a collection agency to resolve the Town of Limington’s EMS Billing bad debt on an annual basis.”  As they see necessary” was stricken form the article.  Amendment seconded by Peter McHugh.  Amendment carries, article carries as amended.

 

Article 22:  To see if the Town will vote to raise or appropriate $36,000.00 for the operations of the Fire Department.  All expenditures are to be approved by both the Fire/EMS Department Chief and the Selectmen.

Article 23:  To see if the Town will vote to authorize the Board of Selectmen to compensate volunteer firefighters at a rate of $10.00 per hour for a major incident or incidents exceeding 8 hours duration.  (This funding is rarely needed, however, when it occurs it creates a financial burden on the volunteer.  We recommend that funding be taken from surplus, up to $10,000.00 only as required to meet the needs of major events and only upon approval of the Selectmen.)

Article 56: To see if the Town will appropriate all 2008 money received from the registration of snowmobiles to the Limington Cranker’s Snowmobile Club for the purpose of maintaining their snowmobile trails, to be open to the use of the public at all times, and to authorize the municipal officers to enter into an agreement with the Club, under such terms and conditions as the municipal officers may deem advisable, for that purpose.
